PARDON MY 70'S TECHNOLOGICAL WARP (READ IGNORANCE), BUT I HAVE A FANTASY OF A WEB FEATURE WHERE THERE ARE LOOPS RUNNING 24/7 AND YOU CAN LOGIN AND POST A NEW LOOP AT ANY TIME AND WHEN THE ALOTTED SPACE FILLS UP THE OLDEST LOOP GETS DUMPED. I THINK IT SHOULD BE OPEN TO THE GENERAL PUBLIC. MAYBE THE NAMES OF THE PEOPLE WHO POSTED THE LOOPS THAT ARE CURRENTLY RUNNING COULD APPEAR.
IS THIS WITHIN THE REALM OF INTEREST AND POSSIBILITY? I MIGHT KNOW A PROGRAMMER TO WORK ON THE PROGRAM GRATIS.

The hard, and possibly expensive part is actually serving the streaming audio. When I was working at Cable & Wireless, the software to do this required licensing from RealNetworks, Microsoft or Quicktime (Apple?) and wasn't cheap. Their 'business model' was to give the players away for free consumers and to charge $$ to publishers who wanted to serve the data. It's possible this has changed, but I'm not sure.
But maybe you've solved that problem. There are enough independent radio stations and other low-to-middle budget operations serving up audio out there that maybe the economics have changed.
If that problem is solved, then all you need is some web software to accept uploads, age out old stuff, and to feed the streaming audio server. That shouldn't be too hard. I see you're already using 'plone'. I've never heard of it before, but the packaging looks nice enough at least. Have you tried asking on any of their discussion boards. http://plone.org/contact/ -- What you're looking for seems like a straightforward application of a 'content management system', which is what they claim to be.
